Sutton Council is renowned for its strong partnerships; our “One Sutton” approach emphasises our strong partnerships where we work, as a borough, to support our most vulnerable residents. Sutton is a vibrant and diverse borough, home to 210,000 residents, and known for its open spaces and outstanding schools. We are proud of our ambitious plans, including the development of the London Cancer Hub and the revitalisation of our High Street, reflecting our commitment to being “Ambitious for Sutton.”

Sutton is evolving rapidly, driven by demographic changes, economic growth, and community-centred initiatives. We have resourceful and resilient communities, and we aim to work in partnership with them to create even more opportunities for residents to connect and thrive. Our staff are our greatest asset, and we are committed to supporting them in delivering the very best for our residents every day.

Assistant Director of Commissioning | salary from £92,223 - £112,283 per annum (£117,679 unconsolidated maximum, achievable through performance related progression in line with our annual appraisal process).

We are seeking an innovative and dynamic Assistant Director of Commissioning to join our People Services Directorate. This is a broad strategic and operational commissioning role that spans adult social care, children’s services, health, housing, and education, with a primary focus on adult social care. A significant part of your role will involve driving forward transformation initiatives with a focus on early intervention and prevention, especially in our highest cost areas.

We are proud of our partnerships, and our partners are key to our future. In this role you will strengthen and deepen our relationships across the health, voluntary, and community sectors, to ensure our most vulnerable residents receive the best possible support and services, no matter who is delivering them. You will play a crucial role in supporting the innovation of our service models by exploring integration opportunities, how we use technology, and the role that digital services may play in our future. In this role you will enhance service delivery by making data and evidence informed decisions in line with our council priorities.

In this role you will be responsible for overseeing effective and efficient policy development, direct service delivery and specialist brokerage with budgetary oversight across all commissioned services. This includes leading contract compliance, quality improvement, and quality assurance functions. You will provide guidance and support to elected members to help them translate their political priorities into initiatives that deliver the intended and tangible outcomes for our residents.

About You

We are looking for a systems thinker with energy, passion, enthusiasm, and creativity. You will have extensive experience in the leadership and management of commissioning services at a senior level within social care and health. At a time of increased demand and shrinking resources, you’ll be able to demonstrate a track record of delivering savings and efficiencies without impacting the quality of the services you have led, with strong analytical skills for options appraisal and cost-benefit analysis. Experience in leading successful major service change is crucial, as is excellent communication and interpersonal skills to foster strong partnerships.

You should have a thorough understanding of the legislation and statutory framework affecting service delivery in health and social care. Your ability to work autonomously at a senior strategic and corporate level to provide leadership and direction will be key.

Why Join Us

Sutton Council offers a supportive working environment with a clear sense of purpose and a focus on community. You will be part of a council that is ambitious for its residents and committed to improvement. This is an exciting opportunity to make a real difference in a borough that is evolving and growing.

Our strategic vision, outlined in the “Ambitious for Sutton” corporate plan, aims to build a stronger, fairer, and more sustainable community. Priorities include action on climate change, inclusivity, affordable housing, and sustainable economic growth. Our commitment to social equity and inclusivity is reflected in our status as the first UK local authority to achieve Silver Trailblazer recognition by Race Equality Matters.
