New lease of life for the Tower Gardens Estate, comprising 77 properties in the arts & crafts style, dating from the early 20th century
Haringey Council has announced more than £3m funding to upgrade an estate of council homes – but one with a difference.

Built between 1904 and 1928, the ‘cottage estate’ was constructed in picturesque arts & crafts style, the Tower Gardens Estate is of particular historic interest – and protected by its status as an officially recognised Conservation Area. Distinctive features include the long roofs, low eaves and stylish chimneys.
Some 77 properties will be refurbished in the upgrade. A significant portion of the investment will go into new roofs, windows and entrance doors, which will make the homes more energy efficient and so save residents money in heating and energy bills.
The planned improvements also include external brickwork repairs, renewal of fencing and levelling of pathways to enhance accessibility. The project has been agreed following extensive engagement with residents, ensuring that works reflect their priorities as well as those of the council’s conservation team to preserve the architectural integrity of the estate.
The work is part of a wider initiative to ensure that all council homes administered by Haringey are expected to meet the decent homes standard by 2028. The council announced funding of almost £600m over 10 years to drive up quality in council homes, while also helping to get the borough closer to its net zero target.
In addition, this latest announcement follows closely on news that 46 all-new high-quality council homes have been handed over to Haringey Council, as part of the Bluebell House development at Alexandra Gate. The development also includes nearly 400 affordable homes a well as new community facilities.
Cllr Sarah Williams, Deputy Leader and Cabinet Member for Housing and Planning at Haringey Council, says: ‘I’m delighted we will be able to start this project, which is a significant investment in the estate. The programme marks a vital step toward enhancing the long-term sustainability, safety, and quality of our homes—ultimately enriching the lives of our residents.
‘Tenants have been heavily involved in designing the changes, and we remain committed to maintaining open and transparent communication throughout the delivery. This is an important moment for the community living on Tower Gardens who will benefit from energy efficient homes, cutting bills for low-income families.’
